Institutional Grants Program




Program Description
To be considered for a Tinker Institutional Grant, a proposal must be submitted by an institutional entity and be geographically focused on Latin America, Iberia or Antarctica. Topically, the projects should deal with environmental policy, governance or economic policy. Support may be sought for, but is not limited to, research projects, conferences and workshops. The Foundation encourages collaboration between and among organizations in the United States, Latin America, Spain and Portugal.

Selection of Fall 1997 Grants
ECONOMIC POLICY
The Brookings Institution, Washington, D.C.
Award of $30,000 toward costs of a project on involving the public and enhancing equity in market-based reforms

Editora Instituto Fernand Braudel de Economia Mundial, Rio de Janeiro, Brazil
A two-year $100,000 grant for the project "Public Institutions and Brazilian Modernization" to inform the public about problems of fiscal federalism, public credit and the fragility of the financial system which undermines current efforts to achieve economic stability.

Instituto Liberal do Rio de Janeiro, Rio de Janeiro, Brazil
$25,000 grant for an analysis of the main distortions to the Brazilian financial system and the formulation and dissemination of recommendations for long-term institutional changes to create stability in the system

Southern Methodist University, Dallas, Texas
A grant of $50,000 for a conference conducted with the Dallas Federal Reserve on the role of regulation in post-privatization environments in Argentina, Chile and Mexico.


ENVIRONMENTAL POLICY
Amigos de Sian Ka'an, A.C., Cancun, Mexico
First allocation of $34,000 for a three-year $114,000 grant to expand environmental policy for natural resource conservation in the Yucatan Peninsula

Center for International Environmental Law, Washington, D.C.
One-year grant of $40,000 toward cost of an assessment of joint implementation forest projects in Costa Rica.

Sociedad Peruana de Derecho Ambiental, Lima, Peru
A two-year grant of $100,000 for a project for technical assistance for Peruvian public agencies in environmental law and policy.

University of California, San Diego Foundation, La Jolla, California
First allocation of $50,000 for a two-year $85,000 grant for the Scripps Institute of Oceanography project on science and public policy in the Sea of Cortes


GOVERNANCE
Asociación Peruana de Negociación, Arbitraje y Conciliación, Lima, Peru
An award of $35,000 for a cost efficiency analysis of litigation versus alternative dispute resolution in the Peruvian private sector.

Corporación Latinoamericana para el Desarrollo, Quito, Ecuador
$65,000 award for a training and dissemination program on constitutional rights in Ecuador to educate legislators and political leaders about the necessity for implementing legislation for constitutional reforms and the citizenry about the importance of civic rights and responsibilities under the Constitution

The Research Foundation of State University of New York, Albany, New York
A $50,000 grant for Bolivian Representation/Governability Study which will determine if Bolivia's new electoral law makes the Congress more representative and if they have positively affected the governability of the nation.

Universidad Torcuato Di Tella, Buenos Aires, Argentina
One year $66,000 grant for the School of Law program on law and economics for judges and professors to further understanding of the economic impact of legal regimes and the costs and benefits of rules and regulations


 




Application Deadlines and Procedures
Applications for the institutional grants program are considered biannually by the Board of Directors in mid-June and mid-December. The deadline for receipt of proposals for the summer meeting is March 1st; for the winter meeting it is October 1st. These dates represent final deadlines for consideration of proposals. We urge and strongly advise those seeking support to submit proposals to the Foundation well in advance of these closing dates. Discussion and consultation may be required prior to the acceptance of a proposal for serious consideration and recommendation to the Board of Directors.

Complete proposals should be prepared according to the instructions. They must be submitted in English, otherwise they will not be accepted for processing.

 




Application Instructions
The following information will instruct you on the content and format of the proposal. Two copies of the complete proposal, without binders and in English, should be sent to the Foundation's President, Ms. Renate Rennie. All institutions, even if previously funded by the Tinker Foundation, are required to include all the items on the checklist. Incomplete proposals may cause a substantial delay in the Foundation's review.

Proposal Checklist

  1. Proposal cover sheet

  2. Separate one-page summary of the proposal briefly describing the project's objectives, target audience or beneficiaries, proposed methodology and plan for dissemination of results. (Attach the summary to the application cover sheet.)

  3. Full proposal providing details on the project's objectives and theoretical, practical and/or policy-related significance (as both a discrete endeavor and within the broader field)

  4. Plan of work describing the activities to be conducted and indicating any factors that could serve to delay the plan, change the length of time required to complete the project, or alter the proposed budgetary designations

  5. Anticipated results of the project

  6. Specific plan for dissemination of the results (identify the target audience and the means by which it will be reached)

  7. Description of the plan to evaluate the short- and long-term impact of the project's results upon completion

  8. Names and addresses of three individuals familiar with the proposed topic/field but not directly involved with the project

  9. Itemized budget for the cost of the entire project

  10. Itemized budget for those expenses for which Tinker Foundation support is sought. (As a general rule, the Foundation does not pay for overhead or indirect costs. In those exceptional cases when it is considered absolutely necessary, a maximum of 10% of the project's direct costs may be included as overhead in the budget.)

  11. Copy of the letter from the Internal Revenue Service attesting to the organization's tax-exempt status (applies only to U.S. organizations)

  12. Copy of the organization's latest Federal/State Form 990 (applies only to U.S. organizations)

  13. Copy of the organization's latest financial statement

  14. Qualifications of the project director and personnel with curricula vitae attached

  15. Complete list of the organization's staff and its Board of Directors

  16. Brief narrative statement providing an historical overview of the institution

Reporting Requirements
During the term of the grant, the recipient is responsible for submitting appropriate written reports on activities and expenditures. Upon completion of the grant, a full narrative and financial accounting is required. A Foundation representative may make a site visit for evaluating selected grant activities. At the time of the announcement of the award, the Foundation will provide specific instructions for the preparation of the reports.
