In 1998, the New Jersey Supreme Court issued a groundbreaking ruling requiring that all three- and four-year-olds in the state’s poorest school districts have access to high quality, well-planned early childhood education.  The Association for Children of New Jersey has built a statewide coalition to advocate for implementation of the order, and to support expansion of preschool to additional districts with a high proportion of poor children. The Schumann Fund grant enabled ACNJ to continue leading these efforts.

Although significant gains have been made in student performance in elementary school since 1999, when the state finally began to implement the Abbott mandates, achievement in middle and high schools remains dismal.  In 2004, the State Board of Education adopted regulations designed to increase student achievement and improve graduation rates.  One of the key components of these regulations is that small learning communities be created within existing schools, or that autonomous small schools be developed, offering a rigorous curriculum and the social supports adolescents need to develop into competent, caring adults.  The Schumann Fund’s grant enabled the Education Law Center to hire an experienced teacher to lead the effort to advocate for implementation of these recommendations.

New Jersey has the fifth largest total of immigrants in the U.S., and the second highest per capita total.  The vast majority (80%) has entered the U.S. with legal documents.  Children who have immigrated to the U.S. are one of the fastest growing segments of the public school population.  The Schumann Fund grant enabled the Network to hire a coordinator to focus on education policy and enable the Network to participate in New Jersey’s school improvement efforts.
