| To improve the economic circumstances of lower income adults and families, the foundation's Workforce Development Grants Program seeks to support nonprofit organizations in the New York metropolitan area that (1) provide job training and placement services to unemployed or underemployed adults or (2) strengthen the field of workforce development by providing training and technical assistance to such programs or by engaging in public policy and advocacy efforts in support of such programs.
Specifically, the foundation's Workforce Development Grants Program seeks to support the field of workforce development in the New York metropolitan area in one or more of the following areas:
- Capacity building: Investments in infrastructure or efforts to improve efficiency and effectiveness that enable the organization to expand, sustain and manage more effectively its services.
- Program development: Investments in new aspects of the program that will enhance the training and placement experience.
- Research and evaluation: Investments in efforts to understand the impact of job training programs and of public policy in this area.
With respect to organizations that provide job training and placement services, the following are elements of such programs that are more likely to be considered for funding:
- Combination of hard skills and life skills training.
- Objective is to place adults in full-time competitive employment.
- Post-placement support.
- Collection of data concerning graduation, placement, starting salaries and retention.
Other elements that should be addressed in proposals (to the extent they are relevant to the program) include the following:
- GED preparation and ESL training.
- Internships or other temporary work experiences as part of the training program.
- Training in managing one's finances and planning for the future (which may be part of the life skills curriculum).
- Other supportive services that assist trainees in addressing child care, housing, and other issues that may impact a person's ability to obtain and maintain employment.
